Institutional Biosafety Committee

terms of reference

  • To advise and inform the Vice Chancellor, the University IBC/Radiation Committee and the Occupational Safety and Health Policy Committee on compliance with the Gene Technology Act (2000) and the Gene Technology Regulations (OGTR)(2001) by;
  • Assisting individuals to correctly identify and categorise proposed dealings with Genetically Modified Organisms (GMO’s) and to understand the containment conditions associated with any dealings,
  • Undertaking the assessment and review of all research proposals and teaching activities that utilise genetically modified material, in order to identify all potential hazards to teaching staff, researchers, the community and the environment, and to provide advice on these hazards and their management which includes:
  • Any changes to exempted projects, Determining containment and procedures for all Notifiable Low Risk Dealings (NLRD’s),
  • Dealings Not Involving an Intentional Release (DNIR’s) of a GMO into the Environment and Dealings Involving an Intentional Release of a GMO into the Environment ( DIR’s).
  • Forwarding completed Notification and application forms and an IBC assessment form to OGTR for review and assessment.
    • Maintaining a register of all Exempt Dealings, Notifiable Low Risk Dealings, and Licensed Dealings and their assessments, undertaken by the university and/or the university’s facilities;
    • Maintaining a list of PC2 (Physical Containment) certified facilities;
    • Inspecting PC2 certified laboratories, plant houses, animal houses and other facilities prior to use for genetic manipulation work and inspect all PC2 certified facilities at least annually;
    • Monitoring ongoing work within the University and make recommendations to investigators from time to time; and
    • Reviewing the qualifications and experience of personnel involved with the use of genetically modified material, to ensure that they are adequate for good microbiological practice and supervision of junior personnel.
