Legislative Committee

terms of reference(UC119/13 Dec06)

  1. Recommend to Council the adoption, amendment or repeal of University Statutes, RUles and By-Laws necessary or advisable for the effective governance of the University. The Committee may provide advice on both the content/intent of the proposed changes as well as the form of the proposed changes. However, where the Council, the Governance Commitee, or the Academic Board has already approved the intent of proposed changes to legislation, the Committee may confine its role to ensuring that the intent is translated into an appropriate legal form.

  2. Where necessary and appropriate ensure that legal advise is obtained on the form of any change to University Statues, Rules or By-Laws recommended to Council.

  3. Recommend to Council amendments to the ECU Act.

  4. Ensure that the views of stakeholders within the University who are likely to be significantly affected by proposed changes to University Statutes, Rules and By-Laws or to changes to the ECU Act are considered in formulating its recommendations to Council. (If stakeholders have been consulted under the auspices of other forums the Committee may take account of these consulations and is not obliged to initiate a further round of consultations.)

  5. Report ot Council on such matters as may be referred to it by the Council, the Chancellor or the Vice-Chancellor.

  6. To make decisions on matters delegated to the Committee by Council.
