Objectives
The Campus is planned to facilitate two key objectives, being the establishment of the Chancellery and Central Administration building for Edith Cowan University and the review of the Joondalup Campus current masterplan.
The proposed Chancellery and Central Administration complex incorporated a separate site appraisal study, investigating 4 individual possible locations within the Campus. The preferred site has been included within this masterplan.
The masterplan review of the Joondalup Campus has included two major siting aspects, that of the proposed change in land tenure and the emergence of the WA Police Academy.
The Campus is planned to respond to the awareness for a greater interface between university and the community. It is to be both contemplative and interactive, and above all, stimulating. This will primarily achieve a highly flexible and adaptive education facility capable of meeting the ever changing demands of future education delivery.
Within the limitations of re-configured site context, project staging, the overall development should seek to achieve a well defined heiracing of spaces that is woven with a layering of scale that ranges from broad to inivative. The Campus has two distinct precincts which should response to site context individually. The building elements on the main precinct should be assembled to create an homogenous campus image through out all stages of the development, reflecting a somewhat more traditional university character. The city precinct requires a more urban building response that relates to the existing and proposed city fabric as well as seeking a greater community interface.
Site planning, orientation and the massing of buildings should acknowledge the assets of natural and plantational vegetation, as well as the built environment. Site topography will require sensitive understanding on the main precinct, both form a building aspect and public and emergency accessibility points of view. A sensitivity towards the existing environment is desirable with the development of a well define landscape strategy that weaves between the natural and existing attributes with both the existing and proposed built environment. The landscape strategy should reinforce key functional aspects, relating directly to interfaces of building, car parking, and pedestrian and vehicle networks.
The Main precinct of the Campus will emanate from four key gathering spaces with strong pedestrian linkage between. These spaces will form the skeletal structure of the precinct from which future development should embrace and reinforce. The City Precinct will emanate from the Kendrew and Grand Boulevard intersection via a plaza which engages the intersection and fronts the ceremonial entry of the University.
The need to manage the relationship between pedestrian movement and traffic flow should embrace and reinforce a peripheral parking and vehicle network strategy, which partially exist on the Main precinct. However, the City precinct strategy should be a more urban response, integrating a more hard linear approach.
A strong primary ceremonial access point from Grand Boulevard should provide a focal "front door" to both the University and the Joondalup Campus. Secondary and future access points to the Campus should be clearly identifiable and inviting, and visually reinforced with landscape, architectural/signage elements.
Adequate well screened landscape buffers between car parks and future residential areas adjacent to the Main precinct will be included.
The building design on the main precinct will reflect the progressive nature of innovative learning strategies and advanced educational delivery systems. Flexible learning facilities will be adopted in preference to traditional dedicated learning spaces. Buildings will reflect a human scale, initiating a welcoming and accessible environment, with clearly delivered, elements. The City Precinct building design will respond in creating an urban environment, in keeping with the principles as set down in the City of Joondalup Development Plan and Manual. It will rely on strong well defined streetscape infrastructure, providing appropriate scale buildings and hard landscape treatments.
The Campus will be managed to ensure that the maximum benefits are realised with its educational/training neighbours of West Coast College and the WA Police Academy as well as the Education Department of WA. A close working relationship with the City of Joondalup and Landcorp will be promoted to ensure a integration of the University with the City itself, particularly with the development of the City precinct and Grand Boulevard frontage.
The Campus will be managed to promote a developing ongoing relationship between core educational providers, commercial interests, community requirements, relevant authorities, traffic, pedestrian movement and car parking.
Developments will be subject to approval by Edith Cowan University, Landcorp and the City of Joondalup.

This table outlines the projected development scope for Joondalup Campus, from existing through to its ultimate capacity of 18,000 students beyond the year 2022. Analysis of information contained in the table reveals the following in relation to student, staff and building requirements.
StudentsThe student population at the Campus is expected to increase steadily from its current 3,160 student capacity to a total of 18,000 student population. Early developing years will be directly resultant form Edith Cowan University rationalisation process of its existing metropolitan campuses. This known growth is charted to the year 2022 with a total 6,635 students.
StaffThe intake of staff will proportional grow with student intake and is charted from the existing 318 staff to 920 staff by the year 2022. Ultimate expected staff numbers are a total 2000.
BuildingsThe building requirements are also charted to the year 2022 with a total GFA of 86,000m2. This represents about 30% of the total expected capacity of 250,000m2 GFA.
