Urban Context

The successful integration of the Joondalup Campus within the City of Joondalup is subject to the following specific planning issues:

2.1 Site Accessability

At present the existing campus shares its vehicle access from Kendrew Crescent, off Grand Boulevard, with West Coat College. The primary vehicle access is available from Joondalup Drive which directly services on grade parking to the south-west of the campus proper.

The masterplan indicates a rationalisation of the Main Precinct area with the main ceremonial entry located at a modified Kendrew Crescent. This entry proposes to utilise Kendrew as the key entry to the campus as well as for the University Chancellery and Central Administration. It anticipates West Coast College’s main parking entry is modified and incorporates an additional entry further north along Grand Boulevard.

Lakeside Drive is presently incomplete and indications are that it will be extended initially to engage with the proposed entry for the WA Police Academy. Its ultimate connection to Joondalup Drive is anticipated between 2002 and 2008, although this is somewhat dependant of the proposed land use for the proposed exchange portion of land that Landcorp will control. As such, the Masterplan proposes two separate vehicular connections to Lakeside Drive which, combined with the carpark strategy, will encourage major percentage of student users to access this site via these entry/exits.

The City Precinct within the Masterplan, proposes an urban response to the issue of access. A road structure more familiar with commercial sub-division is indicated with primarily access from Grand Boulevard in two locations. A third vehicular access in from Collier pass north of the precinct. Also, it is envisaged that emergency and some minor servicing access is gained at the intersection of Kendrew Crescent and Grand Boulevard via a pedestrian plaza.

The masterplan indicates that future development could possibly incorporate an underpass under Grand Boulevard, providing key vehicle linkage of both City and Main precincts. This underpass should also consider pedestrian access, linking the future train station and student accommodation with the proposed core facility development.

A second possible underpass under Joondalup Drive will provide vehicular access tot he proposed Business Park precinct south of the site. The underpass’s existence will directly depend on the realisation of this entity.

2.2 Land Status and Adjacent Land Use

The proposed campus consists of two separate sites, bisected by Grand Boulevard. The Main Precinct occupies approximately 36 hectares, south of the City of Joondalup and bounded by Grand Boulevard tot he north-west, Kendrew Crescent to the north, WA Police Academy to the north, Lakeside Drive to the east and Joondalup Drive to the south, this site is zoned for educational use. The City Precinct is defined by the existing northern railway to the west, Grade Boulevard to the south and east and Collier Pass to the north and occupies approximately 8.75 hectares. This site is zoned for mixed use.

The above description incorporates a mutual willingness and understanding of a land exchange between Edith Cowan University and Landcorp, and is subject to further negotiations and agreements of ownership. It also assumes a successful resolution between the key landholding parties of Edith Cowan University, West Coast College and Landcorp to negotiate an agreeable land tenure for the WA Police Academy. It is subject to the defining of the joint boundary between WA Police Academy and Edith Cowan University and subsequent survey confirmation of the same.

The full development of the Campus as proposed will not only depend on the successful realisation of land tenure between Edith Cowan University and Landcorp and the establishment of the WA Police Academy but also its flexibility to respond to its adjacent land uses.

The combined entities of Edith Cowan University, ECC and the WA Police Academy effectively form an Educational Precinct for the City of Joondalup. Opportunities will need to be continually explored and developed for an interactive response, by the education / training providers, to integrate with the key central city elements of commercial and civic/cultural fabric located to the north of the Campus. Specifically from an ECC perspective, several concepts have been identified and will required further investigation/research to ascertain their validity, include a shared performance/conference centre and an Edith Cowan University information centre located within the central shopping area.

The Yellagonga National Park to the east provides opportunities to continue to encourage involvement and interaction with the community via Edith Cowan University’s on campus Environmental Study Programmes.

To the south west of the site, Business Park development has been identified with the Joondalup development Plan. Although this area has not commenced activity and is considered to be a long term prospect. The campus will need to appropriately respond. The masterplan includes a future vehicle underpass below Joondalup Drive as a potential linkage, increasing he interface between this future development and Edith Cowan University. Continual monitoring will be essential in maximising the potential for future involvement by Edith Cowan University.

The City Precinct will ultimately have Commercial and Business Park activities developing to the north and the west. The City of Joondalup have indicated their interest in development parking stations over the railway itself to assist them servicing the project public parking requirements. Although the full potential of the City Precinct is realised sometime after the year 2022, it will be imperative that a close working relationship exists between Edith Cowan University and the City of Joondalup, in order to develop a continuous urban fabric that reflects the evolving requirements of educational delivery and respects the overall image of the fabric for the City of Joondalup.
