Change education provider
We recommend that you read our Repackaging, Release or Withdrawal Policy and Procedure before proceeding with your application to change your education provider.
If you wish to change your education provider, you will need to complete a Repackage - Release - Withdraw Request form and follow the step for each of the following options:
- Repackage (change your pre-university provider)
- Release (seeking release from ECU)
- Withdrawal (withdrawal from ECU)
Please note that our panel, appointed by the Dean ECU International, will assess your request if you are seeking repackage, release, or withdrawal. Please allow approximately 10 working days for us to respond to your request. We will respond to your request in writing and we will provide information on the implications of our decision and further options available to you.

Repackage (change your pre-university provider)
We recommend that you read our Repackaging, Release or Withdrawal Policy and Procedure before proceeding with your application to change your pre-university education provider.
If you wish to repackage your offer with another institution (pre-university provider), we require that you complete a Repackage - Release - Withdraw Request Form. You must then send us the completed form along with a valid offer letter from the proposed new pre-university education provider to apply@ecu.edu.au.
We will only approve your requests to repackage if:
- We are satisfied that it is in your education’s best interests to repackage your offer; to make this assessment, we may take into account advice provided by your original pre-university education provider;
- Your proposed pre-university education provider has an agreement with us for this purpose;
- You provided us with a valid Offer Letter to a course or program at the new pre-university education provider that meets our entry requirements;
- You provide a receipt for tuition fee deposit of $2,000. This sum is retained in your account as a credit towards your ECU tuition fees and is subject to the International Student Tuition Fee Refund Policy. You can find a range of payment options on our How to pay webpage.
If you meet these conditions, we will confirm your repackage approval in writing, issue a new Offer Letter and, if applicable, issue a new Confirmation of Enrolment (COE).
Repackaging may or may not have visa implications. However, if you wish to get reassurance on this point, we recommend that you contact the Department of Immigration and Citizenship (DIAC).
We will deny you request if you do not meet the conditions mentioned above; however, you have the right to lodge an appeal with the Dean ECU International. To do so, please contact ECU International.
If you are not satisfied with your appeal response, you may then lodge a formal complaint by following the Student Complaints Procedure.
Release (seeking release from ECU)
If you wish to be released from Edith Cowan University (ECU) to go to another university, please follow the guidelines according to your personal circumstances:
If you have completed at least six months of study at ECU
- You are not required to complete Repackage – Release – Withdraw Request Form. If you complete the form, ECU will liaise with the other education provider to clarify your enrolment status at ECU.
If you have completed less than six months of study at ECU
- We require that you complete a Repackage - Release - Withdraw Request Form. You must then send us the completed form along with a valid offer letter from the proposed new provider to apply@ecu.edu.au.
Grounds for release include (but are not limited to):
- Compassionate and compelling personal circumstances beyond your control;
- If you have shown, (supported by documentary evidence) through studies at a preliminary course, an inability to meet the entrance requirements of the ECU principal course;
- If you have completed one academic semester at ECU (but not the six calendar months stipulated in The National Code 2007).
If your circumstances are ground for release, we will confirm your approval in writing and cancel your Confirmation of Enrolment (COE). Please note that this will have visa implications and we highly recommend that you contact the Department of Immigration and Citizenship (DIAC) without delay to seek advice on whether you require a new student visa.
Grounds for a decision not to release include (but are not limited to):
- If you consider your residential address in Perth not close enough to an ECU campus;
- If you wish to transfer to a course at another institution that is essentially the same as a course offered by ECU;
- If the Panel believes that the release could potentially be detrimental to your education.
If your circumstances are not grounds for release, your request will be denied. If you are not satisfied with the decision, you do have the right to lodge an appeal with the Dean ECU International. To do so, please contact ECU International.
If you are not satisfied with your appeal response, you may then lodge a formal complaint by following the Student Complaints Procedure.
Withdrawal (withdrawal from ECU)
If you wish to withdraw from your enrolment at Edith Cowan University (ECU), even though we advised you against it; then you must confirm in writing your decision to withdraw by completing the Repackage - Release - Withdraw Request Form. You must then send us the completed form along with a valid offer letter from the proposed new provider to apply@ecu.edu.au.
In these circumstances, we will cancel your Confirmation of Enrolment (COE).
Please note that withdrawing against ECU’s advice will have serious visa implications and we highly recommend that you contact the Department of Immigration and Citizenship (DIAC) without delay to seek advice on whether you require a new student visa.
