Risk Management for Environmental Health Officers

Contemporary business practice and legislation places a series of ‘risk based’ obligations on Environmental Health Officers.

In this three day short course you will explore and develop a practical knowledge of the elements and benefits of a risk based approach to regulation applicable to local Government, Environmental Health Officers, and their clients.   You will gain a detailed understanding of the risk terminology such as “as low as reasonably practicable”, “inherent risk”, “toleration of risk”, “acceptable risk” and “risk attitude”, put into context using Dr Cattani’s visual risk communication model, and demonstrated using a series of case studies.  Using contemporary approaches to risk based regulation we will examine risk based regulation theory, and relevant case studies from other jurisdictions to develop your skills in understanding risk, risk control effectiveness, risk scoring, enforcement and compliance.

This course will equip you and your team members with a consistent approach to modern risk based regulation, showing the benefits of using a risk based approach to regulation for each stakeholder, in the compliance work of the Environmental Health Officer.

Course content

Day 1

  • Introduction to risk terminology and associated terms;
  • Risk communication model
  • Introduction to risk based regulation; history; who does it best?
  • Case study using and becoming familiar with risk terms for Environmental Health Officers
  • Discussion and workshop: compliance and risk control issues

Day 2

  • Refresher of Day 1
  • Organisational culture and motivation to improve performance
  • Risk identification, risk scoring, risk toleration, and risk evaluation and risk acceptance
  • Applications of risk based regulation for the EHO : workshop and case studies
  • Discussion about risk – based regulation: setting criteria and being consistent in evaluation

Day 3

  • Refresher of Day 2
  • Using As low as reasonably practicable, and, cost benefit analysis
  • Issues in risk based regulation: communication to clients; prioritising clients at risk; compliance and enforcement
  • Issues in risk control effectiveness, and risk scoring
  • Issues in monitoring, review and action management
  • Wrap up and conclude
