Contributing to electronic surveillance and national security future

School of Business and Law lecturer Dr Phil Glover’s area of expertise is in demand with countries around the world increasingly focussed on electronic surveillance in the context of national security.

His new book ‘Protecting National Security: A History of British Communications Investigation Regulation’ is focussed – as the name suggests - on the British communications and electronic surveillance history and practice.

It has significant relevance to Australia as one of the members of the ‘Five Eyes’ communications intelligence sharing alliance, and because Australia’s systems are similar having been originally inherited from the UK.  The 1946 UKUSA Agreement involves the sharing of electronic intelligence between Australia, Canada, New Zealand, UK and USA.

Phil has contributed to Australian Government consultations on the new electronic surveillance Act; which is needed to bring legislation up-to-date to cover the increased range of technologies now being used.

In 2019 he was invited to Canberra to present to the Richardson Review (Comprehensive Review of the Legal Framework of the National Intelligence Community) to inform the new Act.

‘Protecting National Security: A History of British Communications Investigation Regulation’ has been published by Routledge. It has been very favourably reviewed and is seen as being an important resource for scholars as well as students in the fields of Law, intelligence studies and political studies.
