Summary of thesis:

Children's language development in their years before formal schooling begins is immense, and free public libraries are available to support this development.  The study looks at what is being provided and delivered by libraries for families with children aged zero to three years. It describes barriers and supports for family engagement with library programs, and offers staff and parent perceptions of their possible effectiveness.
